Shame on you all, you bullying bureaucrats

HITHERTO, I have been warming to Senator Cohen for his apparent desire to end the long tradition of bullying bureaucracy at Planning in favour of a more commonsense approach.
And then you spoil it by reporting that the bureaucrats are now targeting kids' dens of all things, with full ministerial backing. Shame on them all, I say. One improvised shelter doesn't make a shanty town, but it does make a less antisocial place for a few lads to hang out than the middle of the village.
